I'd like to think that maybe Mayor Mare was a former companion, and the Doctor had to leave. And this was just before he did leave. And he doesn't see her again until she's older with the grey mane! Sort of like a Sarah Jane kinda thing.....
Hehe, yeah I have a few headcanons for her. Like she was a companion for a while, or that she's similar to Girl in the Fireplace, or perhaps she decided to stop traveling and pursue her goals. Maybe even Family of Blood style where he was fobbed and with her for a time. Either way, he's shown to work with her on the town clocks when she's older, so I imagine it as a sentimental thing he does for her since she can't travel with him any more.
Ha! Yeah! I suppose so! Maybe he pops into her office for a visit every now and again? And She gave him the job as "Time Turner the Time Keeper" maybe as a thank you for the time they spent together, and to give him a "John Smith" like alias in Ponyville?
Well according to the trading cards Time Turner is her assistant, so ship this could work in the canon of the show. That's something that few few show in fan art, it's usually him as the Doctor Who guy. It's shocking but there are some of us that don't care about the staple of BBC programing, so you get kudos for originality.
As someone who's free and easy regarding pairings, there's plenty to make this work. It actually would make a damn fine mini-episode or even an alt-universe of the Doctor Whooves spinoffs.
Heck you could alone use the idea as a very big WHAM moment to illustrate to Derpy or any Pony companion who develops a crush on the Doctor the fact as a Timelord a being that at the very least ages slower than most species that while you can spend your entire life with him, he cant spend his entire life with you. (I believe you even called back that line on one of your Tumblrs when you brought up your liking of the pairing)
Hell the only beings in the Ponyverse who can understand what the Doc's been through in terms out outliving people you know and care about are the Princess's and our grasp of their longevity is even more obscure than a Timelord's. Plus the Doctor's reputation with royality often sucks, knowing him he'd inadvertantly tick them off somehow and flub forming some sort of friendship or farther on relationship.
Back to the Doc and the Mayor....run with it, however you feel about it...run with it and don't regret not embracing something that tickles your creative fancy.
Secondly, I have somepony who is already in love with the mayor. He's a criminal male Earth Pony with a split personality, named Steven (his crook name being SplitPony). He is part of a criminal team where he is the only Pony member, the 5 other members are a Cheetah, a Beetle, a Shark, an Electric Eel and an Orangutan.

For some reason, I thought that that might be relevant to an argument you were trying to make. Instead, I find evidence leading to the conclusion that you are an ass that can only have contempt for another persons ideas, but fail to give reasoning to why you should feel so. So, not only am I drawing the conclusion that you are being an ass, just to be an ugly person to another, but you are a dumb ass that can't even support this stance.
I'm not saying that the person from the original point is right, merely stating that because you only serve to insult, you are by no means in the right, and only promote the idea that you are an asshole. The first person isn't wrong though, he's just overly excited about a character concept and is eager to share it with someone with the hopes that, maybe, this well known artist might take a liking to their idea and perpetuate it in their own story. Shameless self promotion. Or, they might just have an idea so ingrained into their own mind that they can't accept another person's idea, in which case, they're merely annoying. Had you given some type of reason, well... You'd still look like an asshole, but at least you'd have a viable reason that you're being an asshole. Going on another tangent, you could have also taken the idea and talked the proprietor of it down from his high horse and made improvements on it, encouraging him to create an OC, ect, ect, while not continuing to have him harass others with his idea. Improvement and construction over disapproval and destruction. The difference between being a critic and being an asshole. Also, I think that this would not actually be a proper application of Poe's Law. This is just mild extremism.
Er, okay, but it still doesn't really make much sense show-canon wise. And in show canon, "Time Turner" works for Mayor Mare. He keeps track of the time in Ponyville for her. It says so on the card. He has more solid involvement with her canonly than he does with any other pony in the series so far.
